In August 2025, a new Italian electric-vehicle incentive scheme was expected to begin in September. The reported budget was about €597 million, but eligibility would be narrower than in earlier programmes. This account records the proposals being discussed at publication, rather than confirming that applications opened in September or that funding remains available today.
Residence in a Functional Urban Area
The planned scheme limited access to residents of Functional Urban Areas, or FUAs. These combine a main city with surrounding municipalities linked to it by substantial commuting flows. Eligibility was therefore based on the official classification, not simply whether someone described their home as urban.
The original report used Milan and surrounding towns such as Rho, Cinisello Balsamo, Sesto San Giovanni and Rozzano as examples, alongside Rome, Ciampino, Frascati, Naples and Turin. An address still needed to be checked against the scheme’s official municipality list; proximity to a large city did not by itself guarantee eligibility.
Checking whether a municipality was included
The report directed readers to the official SITUAS portal and Eurostat material to check the FUA classification. The relevant scheme documents and residence requirements remained decisive.

Why focus on these areas?
The stated aim was to reduce emissions in areas with heavy traffic and air pollution. The article described FUAs as accounting for more than 55% of Italy’s population, a period figure requiring the relevant statistical definition. Their commuting patterns made them a particular focus for the programme.
The restriction also meant that many people in rural or more isolated municipalities could be excluded, even if an electric car suited their needs. It was a targeted scheme rather than a grant available to every Italian driver.
Grant amounts linked to household ISEE
The household income-and-assets indicator, ISEE, was another key condition. The amounts outlined were:
- Up to €11,000 for an ISEE of €30,000 or less.
- €9,000 for an ISEE above €30,000 and up to €40,000.
- A maximum eligible ISEE of €40,000.
The reported private-car grant also required scrapping an eligible combustion vehicle. Vehicle class, ownership and other detailed conditions could not be inferred from the headline grant alone.
Electric commercial vehicles for microbusinesses
The proposal also covered qualifying microbusinesses buying electric commercial vehicles in categories N1 and N2, with a contribution of 30% of the purchase price up to €20,000. The applicable cap and eligibility needed to be checked for each vehicle and business.
Timing and applications
The August article expected a September 2025 start and referred to 30 June 2026 as the scheme’s planned end, subject to funds running out earlier. Environment minister Gilberto Pichetto Fratin described an online platform for applications and participating dealers. Those forecasts should not be treated as proof of the actual opening date or present funding status.

The proposal at a glance
| Requirement | Historical outline |
|---|---|
| Residence | Within an officially classified FUA |
| ISEE | ≤ €40,000 |
| Vehicle | Eligible electric M1 car and required scrappage |
| Grant | Up to €11,000 for individuals / €20,000 for microbusinesses |
| Planned period | September 2025 to 30 June 2026, or until funds ran out |
| Reported budget | About €597 million |
Before relying on a grant, applicants needed to verify their residence, ISEE, the vehicle to be scrapped and the detailed rules. The summary above records the historical outline; it is not an eligibility decision.
