Support for electric mobility in Italy could be renewed: according to the initial reports circulating when this article was published in May 2025, substantial new incentives were being considered for individuals and microbusinesses buying electric vehicles. The proposal formed part of a revision to Italy’s National Recovery and Resilience Plan (PNRR), with almost €600 million in total funding intended to accelerate the transition to cleaner transport.
Up to €11,000 for individuals scrapping an older vehicle
The most significant proposed measure concerned private individuals trading in a polluting car for scrappage. Buyers with an ISEE household economic indicator below €30,000 could receive up to €11,000 towards a fully electric car. Those with an ISEE between €30,000 and €40,000 could qualify for up to €9,000. These were the reported proposal’s thresholds, rather than confirmation of an open application scheme.
The key requirement would be scrapping an internal-combustion car, with the aim of reducing emissions and renewing Italy’s ageing vehicle fleet. Redirecting money originally intended for charging infrastructure could be contentious, although the proposed support would still represent a government effort to encourage electric mobility.
Support for microbusinesses
The proposed package also addressed the needs of microbusinesses. They could receive a contribution covering 30% of the purchase price of an electric commercial vehicle, capped at €20,000 per vehicle.
The measure was intended to support cleaner urban logistics and deliveries. Replacing diesel vans with electric models could help reduce emissions and improve air quality, especially in city centres.
Almost €600 million in proposed funding
The plan was expected to take effect in the following months, subject to official approval. It envisaged allocating almost €600 million by June 2026. Initial estimates suggested the funding could help replace around 39,000 internal-combustion vehicles.
The initiative sat within Italy’s wider European environmental commitments, including substantial cuts in CO₂ emissions and a gradual move away from combustion engines over the following years.
An opportunity to follow
After months of uncertainty, the proposal was a positive signal for Italy’s electric-car market, which had slowed relative to several other European countries, partly following the end of previous incentives.
Anyone considering an electric car at the time needed to follow the approval process rather than assume the proposed grants were already available. Previous schemes had sometimes exhausted their funding quickly, particularly at the highest contribution levels.
