Tesla owners who had purchased Full Self-Driving generally found that the software package stayed with the car rather than the owner. Changing to a newer Tesla could therefore mean paying for the package again unless a specific transfer offer applied. In Europe, the absence of a monthly subscription option at the time made this particularly frustrating for owners still waiting for more of the package’s advanced functions to receive regulatory approval.

Musk responds to calls for European FSD transfers

In the days before this article’s publication in July 2025, Elon Musk replied on X to a request for an FSD transfer programme for European customers. His brief response, “I agree”, renewed hopes that Tesla might extend an arrangement it had offered periodically in the United States. Under eligible US offers, owners buying a new Tesla could transfer their purchased FSD package, with the feature removed from the previous vehicle.

The original article viewed such a programme as a goodwill measure for longstanding European customers. Owners who had purchased FSD years earlier and were still waiting for further functionality could potentially move their software package to a newer car with updated hardware. That was the case being made for the programme, rather than confirmation of its cost to Tesla or of a benefit already available to every customer.

Why FSD transfers mattered

European customers had purchased the FSD package while regulatory approval continued to limit the functions available locally. Hardware differences added another concern: cars with HW2.5 or HW3 did not have the same software capabilities as newer HW4 vehicles. Newer hardware alone, however, did not guarantee unsupervised driving or establish which future features would become available.

Owners considering a replacement vehicle therefore faced an awkward choice:

  • Pay for the package again on the new car, without carrying the previous purchase across.
  • Wait for Tesla to open a transfer window and check whether the new purchase and existing vehicle met its terms.

When could a European programme arrive?

If Tesla followed its US approach, a European FSD transfer offer might be available for a limited period. The article anticipated an announcement through Tesla’s European channels or customer emails. Musk’s agreement was encouraging, but it did not itself confirm a launch date or the conditions of an offer.

The article expected owners to discuss a transfer with their Tesla advisor when buying a replacement car, with FSD removed from the old vehicle rather than requiring that vehicle to be scrapped. Those were expectations about how a programme might operate. The official terms would determine eligibility, deadlines, ordering and delivery requirements.

An important decision for customers

Allowing European owners to move their purchased FSD package could help maintain trust and encourage them to stay with Tesla. The July 2025 discussion reflected that demand. Any actual purchase decision still needed to be based on a confirmed offer, rather than the assumption that Musk’s reply had already created a transferable entitlement.
