Tesla shared a video of a Model 3 using FSD (Supervised) on Amsterdam streets. Its description made an important distinction: these were engineering test drives with a safety driver, and activating the feature for customers remained subject to regulatory approval. The report placed Europe after supervised launches it described in China and Mexico; market availability and permitted functions remained separate questions.

A regulatory path still to complete

During the earnings call discussed in the article, Musk said Tesla was waiting for the Dutch vehicle authority, RDW. The report expected a further European-level step in May. Those comments described the anticipated process at publication rather than an approval already obtained.

The article considered whether an experimental route might permit wider testing after Dutch approval. Any actual testing or customer use would still depend on the permissions applicable in each jurisdiction. A possible approval pathway should not be described as an automatic right to activate the system throughout the EU.

Developing the software

Despite its Full Self-Driving name, the system remained supervised and required the driver’s full attention. The report also discussed Tesla’s European Early Access Programme as a way of gathering experience and data to improve the software.

The Amsterdam demonstration suggested progress in handling European roads, but a selected test drive could not establish readiness for every situation. Tesla had previously demonstrated the system to regulators in Germany. Further development and confidence in a rollout did not replace the need for approval.

The expectations recorded at the time

  • Tesla was aiming for an RDW decision by May 2025.
  • The article considered wider experimental use after an approval, subject to the applicable permissions.
  • Tesla hoped to collect more data to improve reliability while pursuing longer-term autonomy goals.

For European owners, the position remained one of progress without a guaranteed activation date. This archive report records the expectations of that period, rather than current availability.
